Penalty Shoot-out from Ireland: the law, the operators, the game
Irish players can reach Penalty Shoot-out through operators based abroad, at a time when Ireland is setting up its first online gambling regulator. The legal position comes first, then the operators and the game.

Can you play it legally from Ireland?
Ireland set up the Gambling Regulatory Authority of Ireland in 2024 to license and oversee online gambling, a job no body had done before. The new rules are still being rolled out.
The operators on this page are not licensed under that framework and run from abroad. Until the new regime is fully in place, an Irish player has little local recourse over a disputed payout. The minimum age is 18.
It is a market in transition: what sits outside supervision today is being brought inside it.

We have a partnership agreement covering players from Ireland with each of these operators, and they appear in the order of those commercial agreements. Whether Evoplay’s game is on offer has not been checked operator by operator: look for Penalty Shoot-out in the lobby and check that your balance can be kept in euros before depositing. Bonus terms differ from one country to the next and have not been checked locally, so none is quoted here.
How the penalty game works
The game asks three things per round: a country, a stake and a target. Score and the multiplier climbs one notch, x2, x4, x12, x20 and finally x32 after five straight goals on Street.
Collect is available after every goal and banks the running win; shoot again and all of it rides on the next kick. One save ends the round. The classic version pays up to €2,304, Street up to €2,400, and both return 96.00% in theory.
